A Contracting Model for Procurement of Services in Government-Development & Operation of Government Aviation Training Institute (GATI)
The Government Aviation Training Institute (GATI) which is functioning under Director of Aviation, Department of General Administration, Government of Odisha, this is one of the oldest flying training institute in India, which was established in the year of 1946. This institute was temporarily closed down in the year of 2004-2007 due to unavailability of Flying Instructors. Government of Odisha felt the need for revival of Government Aviation Training Institute (GATI) which would give an opportunity to the aspiring students of Odisha & India as a whole. For the first time in the country the Government of Odisha thought of running the Government Institute through Private Partner. This would enable the institute run in a professional manner with an autonomy to run the daily business with out any interference of Government. Therefore the Government took administrative decision for revival of Government Aviation Training Institute (GATI) in Public Private Partnership (PPP) mode. After the successful running of Government Aviation Training Institute (GATI) in Public Private Partnership (PPP)mode the Government of India felt the need for documenting this “Contracting Model for Procurement of Services in Government-Development & Operation of Government Aviation Training Institute (GATI)” so that it can be properly sustain & replicated in anywhere in Country. Convergent Public Action in City Management Group
Bhubaneswar, the capital city of Odisha is a unique amalgamation of tradition and modernism. City Management Group has been formed for the beautification of the city along with avoiding the unpleasant situations arising due to conflict between different departmental decisions and to make the plans people-centric. The idea behind such a group was to provide concerted and synergistic approach that could be citizen-centric. Luminous Infoways was being assigned to study and research on the developments undertaken through City Management Group. The document describes the steps undertaken to achieve a well organized city. The main objective is to identify the innovations those have been adopted in favour of providing services to public. The focus was on highlighting how people are benefited from those plans. The practices to be followed for the sustainability of the plan. Special steps should be followed for the replicability of the plans. Window of Hope for Government of Odisha
'Window of Hope' was a case study that revolved around a particular section of the society - DAPs (Differently Abled Persons). It involved identifying all DAPs within a definite time frame, empower them with improved access to services, extend them facilities of corrective surgery, aid and appliances in a free, fair, friendly, transparent and time bound manner so as to enable them to exercise their fundamental right of living a life of freedom and dignity. Highlighting the sustainability and replicability of any citizen centric practice is an essential element of documentation. 'Window of Hope' has a very wide scope of its replication in other parts of the country since The Constitution of India ensures equality, freedom, justice and dignity of all individuals and implicitly mandates an inclusive society by including persons with disabilities. The National Policy on Disabled envisages the Government to ensure that persons with disabilities can obtain the Disability Certificate without any difficulty in the shortest possible time by adoption of simple, transparent and citizen-friendly procedures. http://orissa.gov.in/ga/ARCell/ar.htm
